Since 2018, with the goal of “promoting across the whole region and treating from the source”, Jingning has invested approximately 3.1 billion yuan in total to carry out the “Five-Water Co-governance” and has made every effort to build “zero direct discharge of sewage areas”. It has newly built and reconstructed 81.4 kilometers of rainwater and sewage pipelines and 54.21 kilometers of rainwater pipelines; completed the clean discharge renovation of the Waishe Sewage Treatment Plant, increasing the sewage treatment capacity by 15,000 tons per day; in 2022, it successfully established a “zero direct discharge of sewage area” across the whole region. In addition, Jingning has planned and implemented water ecological restoration projects in sections such as from the Waishe section to the Dajun section of the Xiaoxi River Basin in Qianxia Lake and the section in Bohai Town. It has scientifically arranged ecological slope protection and vegetation buffer zones, and built 349,400 square meters of riparian buffer zones in the water-based forest for restoration. It reduces pollutant indicators such as chemical oxygen demand by more than ten tons every year, which not only enhances the self-purification ability of water bodies but also provides habitats for aquatic organisms.
The high-quality achievements in water governance have won continuous support from the provincial-level finance for Jingning. From 2021 to 2024, the Linggen section has accumulated 840 million yuan in provincial-level green special subsidy funds. At the same time, the subsidy funds are used to support the comprehensive management of the river basin and the development of ecological industries. Many places in Jingning actively promote the regional characteristic model of “integration of water tourism and other industries”, consolidating new fulcrums for local economic development. In 2024, the whole region received more than 2.4 million tourist visits, an increase of 7.9%. It has been listed among the top 100 counties in the country in terms of comprehensive tourism strength for two consecutive years, achieving a virtuous cycle of “clean waters flowing from the mountains” and “waterscapes generating wealth”.
